Response to RFP:
  1. Your RFP shows a requirement for the provider to supply and maintain UPS units for each of the circuits. Is that correct? Unfortunately, Frontier does not offer this at this time. Is this mandatory for the service to be delivered?
    1. Silver Valley USD will not make the response or the delivery of the UPS units mandatory, but would like this to be proposed as a non-discounted option if possible. 
  2. You are asking for a 40G hand-off for the 10G+ circuits. Are you able to accept a 100G hand-off? Frontier provides 100G hand-offs for everything =or> 10G.
    1. SVUSD can not accept 100G hand off. 10G PORTS (LRTK) hand off is available on our side.
  3. Are you able to offer an extension of the due date for this bid for an extra week or two?
    1. SVUSD can not extend the deadline of this RFP. It is in alignment to our scheduled Board Meetings, which are necessary for approval of the winning bid.

Multi-year Contract for E-rate Eligible Wide Area Network (WAN) Services

NOTICE TO BIDDERS

  1. Notice is hereby given the Silver Valley Unified School District is seeking proposals for Wide Area Network services for ERate Funding Year 2024. The District has six (6) schools and one (1) operational facilities and one (1) node connected to the San Bernardino County Office of Ed (601 N.E. Street, San Bernardino, CA 92415) that are currently connected by a fully managed private WAN connected via a leased fiber (between 1 and 10 GBPS) provided by Frontier. The existing WAN contracts are structured as:
    1. (Item 1) District Office to San Bernardino County Office of Education; 2Gbps, expires 6/30/2027.
    2. (Item 2) Lewis Elementary School to District Office; 10Gbps, expires 6/30/2026.
    3. (Item 3) Alternative Ed Center, Newberry Springs ES, Yermo School, Lewis ES, Tiefort IS & Fort Irwin MS to District Office; 1 Gbps, expires 6/30/2024.
  2. The District wishes to receive proposals covering the period of three years from JULY 1, 2024 to JUNE 30, 2027 with an option for two (2) one (1) year extensions for Item 3. For items 1 and 2, we wish to receive proposals that will combine all circuits (Items 1,2 & 3) in one (1) co-terminus contract for a period of three years, with options for two (2) one (1) year extensions.
    1. Bidder will submit two price proposals:
      1. Items 3, Alternative Ed Center, Newberry Springs ES, Yermo School, Lewis ES, Tiefort IS & Fort Irwin MS to District Office; 1Gbps, 2Gbps, 5Gbps & 10Gbps.
      2. Items 1, 2 & 3 combined in a co-terminus contract; 1Gbps, 2Gbps, 5Gbps & 10Gbps.
  3. The District will post the RFP, Prequalification documents, and Form 470 on the USAC EPC Portal site http://www.usac.org/sl/tools/e‐rateproductivitycenter/default.aspx and the District website:https://shorturl.at/bgNUW. Questions must be provided in writing and emailed to [email protected]. The subject line must read BID 2024SVUSD‐WAN. The responses will be provided in an addendum and posted on the District’s website and on USAC’s EPC portal site. The last day to ask questions is Friday, February 9th, 2024 by 3:00 PM. In the event that there is a discrepancy in documentation posted in multiple locations, the controlling (master) document will always be located at the District’s website.
  4. Sealed proposals should be delivered to Silver Valley Unified School District. Proposals must be received by the Silver Valley Unified School District Technology Department no later than 3:00 P.M. on 2/23/2024.

  5. If awarded the contract, the successful Bidder shall be required to furnish
    1. A 100% Performance Bond,
    2. Criminal Background Investigation/Fingerprinting Certification.
  6. Silver Valley Unified School District reserves the right to reject any and all proposals and to waive any informality, technical defect or clerical error in any Bid Proposal Package, as the interest of the Silver Valley Unified School District may require. Any proposer may withdraw his/her proposal, either personally or by written request, at any time prior to the scheduled closing time for receipt of proposals.
  7. The project herein is contingent upon the approval of funding from the Universal Service Fund’s Schools and Libraries Program, otherwise known as Erate. Even after award of contract(s) and/or E‐ rate funding approval is obtained, the District may or may not proceed with the project, in whole or in part. Execution of the project, in whole or in part, is solely at the discretion of the District.
